I use paint shop 9, but any version should work.

Filters needed:

eye candy4-gradient glow-used for name

Don't forget to save often!

c/p your tube place on the flooring

element15 resize75% place behind your tube layer

element82 resize75% place behind the skyline layer

element100 resize55% rotate right 25 degrees place on the skyline

element102 resize55% place behind the flooring layer on the left side, duplicate, mirror
